Mr Richardson, a prominent prohiditionist, wished to give evidence upon his allegation that Inspector Cullen was responsible for two persons of bad character securing hotel licenses through favourable police reports. The president decided the matter was outside the Commissions reference. The principal evidence before the Police Commission yesterday was that of Sub Inspector Black, who was examined at length as to the relations between Inspector Cullen and himself. He accused Cullen of swearing at him over a report he had made from which time relations became very unnieasant, eo that they were not on speaking terms. * ‘Once he ordered him out of his room in tones you might employ to a criminal: Witness applied for a transfer and five months afterwards the application was returned with a report appended from Cullen charging him with incompetency, and giving statements of magistrates to that effect. He interviewed these magistrates, who denied making the statements. Witness also stated a system espionage prevailed iu the force and Cullen had shown him documents bearing on the careers of certain citizens, which he intended to use when matters ,came to a head between these men and himself (Cullen).* Inspector Cullea will be croau-exam-ined. to-day.
