Pauis, Febunry 1. The French Cabinet has adop'ed a scheme of national defence costing a billion and a half francs. Tho propo al embraces naval construction, coast and colonial defence, and stategic cables.

Half of the outlay wiil be devoted to the navy. on° hundred and seventvseyen 1 vessels will be ommenced this year, consisting of six fir t-c’ass ironclads, five armoured cruis rs, 27 tor pedo catchers, 112 torped > boats, and 27 submarine vessels. All are to be completed by 1907.
