RELEASE OF POWELL.
• ’ Wellington-, Monday. - With reference, to the release of Powell, the Times officially says the Judge reported that he thought the man might be released after serving a substantial portion of his sentence; that the Government refused to grant the first petition ; that the man’s health gave way, and though he was in'an exceedingly bad state, the Minister postponed his decision twice for three months, and finally only let him put after emphatic reports upon his condition,, including one fram Colonel Hume, practically in order that he might notdie in gaol. By this time he had served two years, equivalent .to three. In the case of Dr Russell, which has also been alluded to in the press, the Times says : term, he applied for naturalisation. Having purged his offence, there was mb'*option but to issue papers. The Colonial Secretarywas bound by law to do so, and did not move in the matter without the advice of the law officers.”
