WAR IN THE EAST.
PEACE NEGOTIATIONS PROBABLE INTERVENTION OF THE POWERS SUICIDE OF HIGH CHINESE OFFICIALS ANOTHER JAPANESE VICTORY OFFICERS CONDEMNED TO DEATH Shanghai, February 17. Li Hung Chang and Prince Kung meet the Japanese envoys at Port Arthur. It is reported that England and Bussia have offered to mediate between the belligerents. Inspired reports state that Bussia, being desirous of seeing an end to the war, has agreed that the Powers should intervene in sparing China from total prostration, and preventing further conquests by Japan. The same reports declare that the Czar will not sanction the independence of Corea. Fearimg an outbreak of riots, the foreign Ministers in Pekin have been ordered specially to guard the legation. . Foreigners in Weihaiwei were permitted to leave unmolesed. February 18. The suicide of Admiral Ting and two other high Chinese officials is conthousand Chinese attacked Haiching, and were repulsed with the loss of 100. The remainder of the forts and ships at Weihaiwei are reported to have surrendered on the 13th. The Emperor of China has condemned to death all the military and civil officers at Weihaiwei, and authorised the Governor of Shantung to behead them without consulting the Emperor. The magazines in the. fort at Formosa exploded and killed fifty soldiers. The Japanese shell fire at Haiching prevented the Chinese from coming to close quarters.
