SIBERIAN ATROCITIES.
London, Alarch 11. Burns, the Socialist, and recent head of the London Dock strike, declared at the meeting in Hyde Park that the Czar of Russia is a monster, and that he is primaiily responsible lor the-hor-rible condition of affairs in Siberia. Burns added that he would himself be the first to join an expedition to murder the Czar.
