COMFORTING MESSAGE FROM THE ISTHMUS. M. Brunet, judicial liquidator of the Panama Canal Company, Paris, has received a cable despatch from the technical commission which was sent to investigate the condition of affairs on the isthmus, to the effect that the canal can be completed within two-years if sufficient funds are provided. The commission confirms the accuracy of the original plans of the engineers who laid out the route and the scheme of work for the canal, although it finds some minor defects in the work which may be easily remedied.
