PORTUGAL SEEKS ARBITRATION. London, January 19. The Portuguese are pressing to have the East Alrican dispute with England referred to arbitration. Portuguese despatches which have just been published show that Lord Salisbury’s ultimatum was due to the discovery that the successor of Major Pinto was continuing his course of aggression notwithstanding the assurances to the contrary which were made Dy the Portuguese Government. Merchants in Lisbon are dismissing their English employees. Portuguese ladies decline to visit the British embassy in Lisbon. It is reported that the British residents in Lisbon are appealing to Lord Salisbury to be lenient. At a meeting of Portuguese residents in Paris, Senhor Zorilla denounced what he called the piracy of the British. It is stated that Spain and Portugal will shortly be united in the form of a Republic. It is considered doubtful whether the Portuguese officials in the Zambesi will fulfil the terms of the instructions issued in reply to Lord Salisbury’s ultimatum. It is believed that Portugal in adopting a submissive attitude merely yielded in order to gain time in which to appeal to the Powers.
