POLITICAL SITUATION IN ENGLAND.
PROBABLE DISSOLUTION. GOVERNMENT EXPECTATIONS. London, January 14. According to the New York “Herald,” the Government relies upon the popularity of Mr A. J. Baltour, Chief Secretary for Ireland, and the brilliant budget which Mr Goschen hopes to introduce, and the damage to the reputation of Mr Parnell by the O’Shea divorce case, to counteract at the poll the damaging effects of the West End scandal. Amongst the reasons hazarded for the probability of a dissolution was that, owing to the numerous byelections that have gone against the G vernment, there is little hope of passing any important measure, while any scheme for the improvement of affairs in Ireland would necessitate an appeal to the country.
