DOMINION OF AUSTRALIA. COMMENT BY THE "TIMES." London, November 19.

The "Times" says that a little punctilio ought not to deter Sir Henry Parkes from accepting the proposals made by Mr Duncan Gillies, Premier of Victoria, for discussion of the question of federation of the Australasian colonies. Otherwise the idea of federation would only be a dream. It considers, however, that the Federal Council would not be competent to deal with or command the defences of the dominion. The dominion would require a Federal Legislature, a sovereign, quasi-sovereign, and attribute.
