London, October 26. At the sitting of the "Times" - Parne Commission to-day Messrs J. G. Biggar M.P., Michael l)avitt, M.P., and W OBrien, M.P., all made vigorous attacks on the " Times " in addressing the Court in defence of the charges preferred against them.

SPEECH BY LORD DERBY.
London, October 26. Lord Derbi", in the course of his address at Liverpool, said the opposition shown to the Bill drafted for the purpose of conferring constituional government on Western Australia was the result of an attempt to keep that colony dependent on England with a view to retain control of the lands. This, he gaid, win a negation of the policy of the last forty years. If they would be consistent they should make such legislation retrospective, and apply it to the other colonies. Tho cry " Australia for the Australians' 1 , was, he considered, irresistible.
