THE MINING REGULATIONS,

The following letter, dated the 18th inst., has been forwarded by Mr George Wilson, Government Inspector of Mines for this district, to the managers of the various mines :—: — " I bet? to forward herewith copy of a letter dated 22nd October, 1887, forwarded to mine irannger«, conveying instructions to be observed in lien of strictly complying with sub-section 23 of section 207 of the Mining Act, 1886, and would point out that the letter is meant only to rei'erto the special nnd suitable appliances to pi event the sudden fall of the cage down the shaft, and not to relieve managers from providing suitable appliances to prevent tho cage coming in contact with the poppet heads, as provided in the latter portion of the sub-section mentioned. I would also point out that in that poition of the letter giving instructions for the examination and overhaul of winding ropes b} a rope expert, " at intervals of not less than three months," the word less is in error, and the sentence should read thus : " at intervals of not more than three months." The letter referred to above from Mr McLaren, during the time he was Inspector of Mines, was dated the 22nd of October, 1887, and is as follows :-— " I have received a communication from the Under-Secretary for Mines with reference to safety cages, stating that at present it is not considered" necessary that clause 23 of Section 207 of the Act should be strictly enforced, " provided' the present appliances are good." You will clearly i understand that unless the winding appliances and ropes in connection with your mine- are' kept r in 1 thoroughly good working order and condition I will enforce the above sub-section. In addition to the regular daily examination required by Section 207, sub-seetiort 39, while subsection 23 is not enforced I consider it necessary, and instruct you to have a thorough and complete examination and overhaul niado of your winding ropo by a i rope expert, at intervals of not less than three months, and that a. written report be made to you after each examination by said expert, accompanied by any suggestions he may consider necessary. Copy of each report shall be immediately furwished to me. You are also' instructed to report regularly to me in writing that Section 207, subsection 30, has been complied with, trhowing weight used in each test, and number of times the te^t weight hud been run up and down the shafts
