That seeing the proposed Borough of Te Aroha is without endowment or fixed revenue of any kind whatsoever, beyond a few publicans' licenses, <>te ., and "with only a ratable value ot between £200 and £300, it would do most undesirable and decidedly opposed to the best interests of the District, that the Waiorongoiimi Goldfield should be taken out of the Piako County, the Coumil of which County has acted in a most liberal and entfi'MiM'ng manner towards the said Gold Held and District generally, - having constiueted aground tramway a distance of about thiee n.iles, »t a cot-t of considerably over £20,0u0, also maintained and worked tlie same in a satisfactory manne^ besides carrying out numerous other important wprke, roads, and tracks ; and .for the opening up and development of the gold Held generally, the said Council are in a far better position, and better qualified, to maintain the same, and further develope the goldfield than a Borough Council, puch as that proposed, 'ccuhl possibly 5. Your petitioners are also of opinion, it would be an injustice to the various Gold Mining Companies who have invested such large sums of money in the erection of reduction works, branch tramways, water- ra<-eR, etc., etc., on the Waio* rongoniai Gcldfield, to be brought under the control of a sma'l local body with such limited resources at their disposal, and would probably deter other capitalists from investing money in the development of the Goldfield. Your petipetitioners are well satisfied with the manner in which the Piako County Council has treated their portion of the Te Aroha Hiding, and when found advisable that another foim of local government be adopted, in order that the township of W«iorongomai may secure more attention with respect to drainage, water supply, streets, footpaths, etc,,, etc , than is reasonable to expect the Piako County Council to give it, are of opinion it would be desirable tor Wniorongomai to adopt such quite apart from Te Aroha, Your petitioners would also draw attention to the fact that no opportunity has been afforded to the general public to ccc the petition forwarded to Your Excellency praying for the constitution of a Borough, in accordance with Ihe spirit of Sub-section 5, of Section 24, of the Municipal Corporations Act, 1836 ; the only public notice given with respect thereto, being an advertisement in the " Wuikalo Times," a newspaper published nearly forty miles distant, viz., at Hamilton, and which newspaper, so far as your petitioners are aware, has only a very Indited circulation: in the Waiorongomai district, and seeing that a local paper— the "Tb Aroha and 'OHiNiEMUra News"— has been published at Te Aroha since 1883, and has a large circulation in this and adjoining districts, and The intent of the Section referred 1o evidently, is, that that the fullest possible publicity be, given in such matteis. 4 That the bouhdaiies and area of tho) said portion of land, proposed to be excluded aie as follows, viz, : — Com.

mencing at a point on the western bank of the Wailioii river, due north from the middle of, the, Haenga stream on the easter^T bark of the said river, thence a%g a line to thenorth of the Haenga stream, thence along the middle of thatstream to a point on a line, being the north eastern boundary line of Section 14, Block IX, Te Aroha Survey District, thence by a tfirnight line to the Te Aroha Trig Station, 6.800 links ; thence by a line 3.800 Jinks north easterly, being the boundary line between the Ohinemuri and Piako Counties, to a point on the northern boundary of the Recreation Reserve, thence by aline along the aforesaid, boundary of the Recreation Reserve easterly 4.< 75 links, being the north east peg of the aforesaid Recreation Reserve, tbeuceby a line being the eastern boundary of the aforesaid Reserve, "5.400 links; thence by a line easterly, &i) 00 links, to a point on the eastern side of the Waiorongomai stream ; thence by a 'me southerly, 5400 links, and 4.600 links, to a point on Lot 24, Thames High School Endowment ; thenceby a line being the northern boundary of said division of Lot 3 24 and 21, of the aforesaid Endowment 1 11.550 links, "to a point on the southern boundary of the aforesaid Endowment, thence bj a line on the aforesairf boundary 1.100 links, and 12.900 linksto a point on the western side of the Wui'iou oriver, thence following the western bunk of the. said river to thepoint of commencement, and containing an area of 3,544 acres are thereabouts stuiute measurement, A.8., the sameis shown on the accompanying plan.
