I understand tho Waitoa Road Board intent! shortly inspecting our wants Mitl necessities in relation to road". Without prwuming to known* to which and what is be*t in this mutter, yet a few- suggestions, ba«e<l on th# g;>nt;r*l opinion expresped by those inter«*ted in thi<* matter, mny not b* out of place here, and worth somp consideration by t\vt members of the said Board : That tht»y would so utilise their spending power, , that they in its application make it an indirect advantage to the poorer class of our settlers who have at tho prenent time a difficulty to pull through. It has formerly been an argument with all onr Road Boards that it is not their f!n'y to drain any man's Innd ; and this no donH is the correct v^ew tQ take, so far us law is concerned, yet would there be anything wrong, if by the notion of the Board sottler* could reap a double adv.nntajre. wolonjjas the end in view by tho Board was also gained, that is the making of good roads at the least possible cost. Would it not be an advantage t<> any road to have the drains of sufficient depth, and of such si?e and fnll that th^y would carry off all the water that collects in the vicinity of such roads. If thi* wore done it would not only give solidity to the rom!*, but would materially assist f perhaps entirely relieve) tho strngglintf settler whose land was adJAcent. No one, no far al Inm aware, desires to try and (iictatt! in any way to the Board as to what ought to be done ; but surely there can be no opposition to justice in the proposition of doing the greatest good to the greatest number which ought to bo the basis of all local' governing bodies, road boards, or otherwise.
