TO-DAY'S PROCEEDINGS. A POINT OF ORDER.
August 2. On the Committee resuming at 10.30 Dr. Newman raised a point of order whether the Chairman on the previous evening having left the chair without reporting progress and asking leave to sit again had nob practically shelved the Bill, bringing forward authorities in support of his contention. Major Hamlin said that the addition of the words that he would pit again at 10.30 next morning had made the leaving the chair good, Dr. Newman protested against this, as did Mr Downie Stewart, and Messrs Barron, O 'Conor, . and Samuel raised the point of order, but it was not allowable to traverse the Chairman's ruling, which Major Hamlin upheld; whereupon Mr Downie Stewart moved to report progress to obtain the Speaker's opinion upon the Chairman's ruling. This, on a division, was negatived by 39 to 25, Dr. Newman is considered to have had good ground for his point of order, and the question is likely to be raised again.
