When this Bill reaches Committee Mr O'Connor will move three new clauses providing for the introduction of the Hare system on a modified scale in all districts where there is more than > one member, and at all elec tions where only one member is to be returned but the contest is between more than two candidates. This, of course, mcann if the city electorates are amalgamated, and if adopted would bhow if the system is workable or merely n theoretical one. In conversation with one of the Ministers, he declared to me if this was given to the cities, in all fairness ib would in the end be also conceded to the country, as it would be unjust for a city man to vote for three candidates and the country elector to be only able to vote for one.
