Thi.sßilhnaking,theclection for Licensing Committees triennial and contemporaneous with local option polling, in place of annual as at present, also passed, its final stages without amendment. Mr Monk proposed giving the franchise at these elections to all women, but this was lobt by 35 to 33. Mr .Saunders, the Premier, and Sir J. Hall said they approved of the principle of Mr Monk's clause, but had voted against it, considering it inadvisable by a catch division to destroy a useful Bill-
