CHATTELS TRANSFER BILL.
The existing law relating 1 to the transfer of chattels ha? various differences according to the nature of the property dealt with. For instance, there are variations hi the law affecting ordinary chattels, in that relating to stock and wool securities, and again in that relating to crops. By the new Bill, which was introduced by the Government and has passed its second reading, an endea\our is made to assimilate all these and to make law uniform ; another object is to lessen the cost of instruments by giving forms of the covenant to be implied in the deeds in analogy to the system of the Land Transfer Acts. Among other new matter trade machinery in factories and workshops is chattels, but the fixed motive powoi and certain machinery are not chattels. This is like the English Bills of Sale Act (1888), and other minor matters have been adopted from this Act. The new law when passed is to take effect from January Ist next, and repeals all present law, including section 30 of the Bankruptcy Act (1883) by which bills of sale made within six months of a bankruptcy, effected for anything save for actual advances, are invalid, FEMALE FRANCHISE QUESTION". The extended franchise for women question will again be raised this session, as Sir J. Hall will move on the motion for the committal of the Representation of Electors Bill the following resolution : — "That it be an instruction to the Committee to make provision for the extension of the Parliamentary franchise to women."
