FRENCH AFFAIRS. London, June 14.
General Boulaxger asserts that on the eve of the Schnabell incident he, when French Minister of War, secretly equipped an army reserve, thus giving France a total of 600,000 troops over the strength of the German army, but Fearon's hostility led to a reduction, which enabled Germany to regain its equality. MM. Laguerre, Deroulede, and Laishant have been arrested. The Due D'Angouleme arrived in Paris yesterday, and received a public ovation. The publication of the rosult of the interview between General Boulanger and a representative of the "Figaro" newspaper respecting the secret equipment of the French army in connection with the Scbnabell incident, is causing a good deal of sensation in political circles, both in Paris and Berlin.
