VICTORIAN PARLIAMENT. THE GOVERNOR'S SPEECH. Melbourne, June 5.

Parliament was opened yesteiday by the Acting - Governor. The speech from the Throne referred to the prosperous condition of the colony. As regards the sanitary condition of the city, His Excellency said the administration of the local bodies was not vigorous for want of capital, and it was the duty of Parliament to see that the city was nol exposed to those conditions of disease which had been successfully combated in poorer countries. His Excellency next touched upon irrigation, and said the results attained so far had been excellent, and he believed that the yields under the system would increase year after year. Steps would be taken to introduce a course of technical agricultural education. A tariff, containing similar proposals to those submitted last session, would again be brought before Parliament, with amendments based on past experience. It was also intended to introduce amendments in the Patent Act. so as to assimilate the trade mark laws with those of the empire.
