LATE CABLES. SAMOAN CONFERENCE. THE AMERICAN COMMISSIONER. BATES EXPLAINS HIMSELF.
Berlin, April 29. The American Commissioners, John A. Kasson, William Walter Phelps and Geoige H. Bates, with Consul Sewell as disbursing officer, have arrived in this city to-day to attend the sitting of the Samoan Conference. They visited Prince Bismarck yesterday. Bates has explained to Count Herbert Bismarck that his articles on the situation were written prior to the publication of the whitebooks, and at a time when it was unlikely that he would be appointed a member of the Commission. He was wishful afterwards to suppress their publication but could not do so. He regretted that he had given annoyance to Germany in the matter. Count Herbert received the explanation in a cordial manner, and hoped the Conference would be brief. BISMARCK. AND THE AMERICANS. Prince Bismarck, in receiving the Americans, was charmingly courteous, and expressed himself delighted to meet Mr Bates as a man possessing an intimate knowledge of Samoan affairs.
