LABOUCHERE'S CHAT. How the United States May Aid the Cause of Irish Home Rule.
Londox, February 6.— The approaching visit of the Shah to England is causing much embarrassment to the court officials. He comes to all European courts as a guest and expects to be received with at least the same honours which were accorded him in 1873. The (tear is preparing to give Nasreddin a magnificent reception both ab Moscow and St. Petersburg, and is already preparing tor the greatest review of troops that has ever been held in Russia to take place during his stay. What is to be done with His Majesty in England is not jet settled, but the Queen is resolved not to give him quarters in Buckingham Palace again, having decided that there is to be no repe-, tition o£ the Oiiental orgies which took place there in 1873, when e\ cry room which had been occupied by Persians had to be enthely repainted, ledecorated and refurnished in consequence of their eccentricities. It is proposed to engage a i evidence for the Shah, whose visit, it is earnestly hoped, will not exceed a week. I hear that the Queen has issued orders that any noble gentlemen who may be con sidered to have misconducted themselves, but whose offences have not been such as to justify exclusion from court, are to be punished by not being invited to State balls or State concerts. When King Bomba of Naples impiisoned Thcte, who demanded that his prison rules be changed so as to be in accordance with justice, and not to treat as a. felon one whom the Italians regarded as an honourable .statesman, Glad&tone denounced him, and the British Government), withdrew their representative from Naples. If the United States Senate follow our example and decline to confirm the appointment of any Minister to this country so long as Irish representatives arc treated as felons, Americans may rest satisfied that every Liberal in this country would approve their action. Salisbury and the classes have always shown themselves bitter enemies of America. During the Sackville incident Salisbury went out of bis way to explain that Cleveland lost the election because he packed Sackville and his baggage out of the country for having interfered with 'the 'elect ion and for having subsequently explained to a reporter that an American Secretary of State could not bo believed. He had deferred the appointment of a Minister to Washington as a species of punishment. American dislike of Salisbury is no new thing. He was one of the vice-presidents of the Southern Independence Association, the object of which was the promotion o the cause of the rebellion in America.
