OHINEMURI COUNTY COUNCIL.
Tnrc ordinary monthly meeting of the above Council was held in the Council Chambers, Paeroa, on Saturday last, all members being present. Tenders : For the convenience of contractors, a large number of whom were present, it was decided to open and deal with tenders before proceeding \yitli the oLher business of the Council. Tenders for Road Works, etc. : Contract No. 1 (170). Delivering 60 yards shingle at Paeroa for footpaths. Per yard : Win. Matsh (no sureties'), informal ; A. Butler, 5s 9d ; E. JBein, 4s lOd ; E. Quinlivan (accepted), 4s. No. 2 (173). Forming footpath from Mr Snodgrass's corner, Paeroa, to County Offices : — A. Bossons (accepted), £4 15s. No. 3 (174). Draining and otherwise improving Rangiora Road : — Thos, Irwin, (no sureties.), informal ; W. Dine (accepted). £11 2s ; C. Murphy (accepted) for fascining do. at 16s 6d per chain ; lrwin's tender for fascining being £2 per chain. No, 4 (165). Clearing and deepening about 98 chains Rotokuhu Swamp Road drain. Per chain : — W. Barrett, £1 2s ; J. OBrien, 16s 2^d ; John Dynes (accepted), £54 12s 6d. No. 5. (171). Deepening and widening about 40 chains Rotokuhu Swamp outfall drain : Sillcoek, £31 lls ; Thos. Quinn, per chain, 32s 6d ; C. Murphy (accepted), 16s s£d ; Do. (accepted), deepening only, 6s lid per chain. No. 6 (172). Widening, etc, road at Turner's Hill : — Daniel Fisher and Geo. Tetley, informal, (only one surety) ; Albert ButleV, £15 12s 6d ; VV. Barrett, £6 17s ; W. Collett (accepted), £6 15s. No. 7 (17G). Delivering 200 cubic yards broken metal on Karangahake road : — Hunua (Native), per yard, 8s 9d ; W. Barrett, £48 (lump sum) ; Daniel Fisher and Geo. Tetley, informal (only one surety) ; W. Lodder. 5s 9d ; E. Bein, 5s 3d ; E. Quinlivan (accepted), 4s 6d. No 8(175). Repairing portions Waitokauri Hill Track . — Thos Quinn, £13 ; repairing bridge £8 ; W. Collett for repairing tiack only, £11 ; bridge, £5. No. 9 (177). Cutting and foiming Track, Marototo to Waitekiiuri (about 330 chains). Per chain :— John Ritchie, junr., infoimal (no sureties) ; Gen. Walker, informal (uo sureties) ; Geo. Fisher and Fred. Tetley, infomia! (no suieties) ; P. Byrne, 4s 9d ; Saml. Murland, 4s ; Thos. Qninn, 4s; W. Collett, 3s ; E. Bein (accepted), 3s. (Bein and Collett beinp ties, drew lots to decide who should obtain the contract, resulting: as above). Nc. 10 (178). Clearing and forming a road from the Australian mine, to the Jubilee road, Waitckauri. Per chain :—: — Geo. Walker, informal (no sureties) : E. B*in, 8s ;W, Collett (accepted), Bs. (Bein and Collett being ties in this contract, also arranged the matter between themselves us above). Jas, Wiseman also tendered for one of the foregoing conttacts, but his tender being without sureties was not considered, not being in accordance with specifications, although Mr Wiseman stated in his tender, if it was accepte/l he would at once find satisfactory sureties. Minutesof the previous monthly meeting were read and confirmed. Correspondence : Nuisance : From C. F. Mitchell, complaining that a cess-pool in Mrs Jackson's yard was a nuisance, etc. Mr Mitchell by permisson also addressed Council on the matter, strongly complaining of the nuisance referred to in his letter, lie said he had taken Constable Mitchell to see it, when Mrs Jackson " simply spread out her hands and said she was a poor lone t widow, and would not let eiLber of us in." Resolved on the motion of Cr Quinn, [ seconded by Cr Nash, That the Foreman of Works be instructed to inspect the j premises complained of, and take such steps as he considered necessary in the matter. Requesting a Refund : From Thos. Quinn, requesting that his deposit of £2 with z*espect to a contract be refunded, as he was under a misapprehensson when he tendered for the work. Application not entertained. Waitoa Drain Road : From Edw. Bowler, directing Councils attention to the advisability of completing the Lower Drain Road (Waitoa Riding), whilst the weather was fine ; and stating that nearly all the land in the vicinity of this road was now taken up, anJ the settlers woulc 3 require a much better road than was now available. Cr Strange spoke strongly in support of Council doing the proposed work. The Chairman stated Collett had not completed his contract for constructing this road, although beyond the alloted time, £15 was still due from Govern* ment for carrying out this work. Resolved on the motion of Cr Quinn that Colletts contract be determined. Compensation : From Albeit Butler, stating a quantity of road metal had been removed by Council, which was his propeitv, and demanding payment for it. Considerable discussion took place relative to this matter. It appears from what was staled that the metal was stacked adjacent to the load, and Mr Tetley, the Foreman of Works was under the impression that it was the property of the Council. Mr Butler claimed payment for 140 yards at 2s 6d per yard, and said some 50 yards more of road metal still remained stacked alongside the road. It was ultimately resolved on the motion of Or Quinn, seconded by Cr Nash, that the sum of £15 be paid Mr Butler in full settlement both of the metal removed and that still remaining* (This sum Mr Butler, being present, stated he was quite willing to accept, in full satisfaction o£ his demand), Main Road : From David Kennedy, directing Council's attention to the necessity of repairing the road near Owharoa, etc. Cr Quinn said later on in the meeting he would spoik about this road and the need of repairing it. Loss of Tailings : W. Littlejohn wrote demanding the sum of £3 for tailings washed away by stormwater at Kur.ingn.hake, owing to th« neglected state of the road ; ami stated he had Jobt several tons of valuable tailings through the same cause. Cr Corbett said Mr Littlejohn had tailing lying nit it bout, and if the Council commenced pitying for claims of this kind, they might beaske.d'by-a'id bye to pay for tailin»H blown aw ay. Cr ilok-ion proposed lhat the amount hi
paid, seconded by Or Nash. The motion was lost, the mover, seconder, and Cr Quinn voting for it ; against the Chaiiman, Crs Moore, Corbert, Dearie, and Strange. Waihi Bridge : Some communications were read from Government relative to the date the plans for this bridge were forwarded, having apparently miscarried ; also a telegram announcing they had just been received. Resolved if a communication was received from Government before next monthly meeting of Council, approving of the plans, that tenders be forthwith invited for the construction of the bridge, returnable within one, week. Karangahake Tramway : From Mr Adam Porter as follows :—: — Auckland, 25th January. Gentlemen, — I have the honour to apply on behalf of the New Zealand Crown Mines Company, that the tramway constructed at the joint cost of tho Mines and your body, may be handed over to this Council for the term of three years on the following conditions :—: — 1. That the tramway be at once put into good, order, and kept in repair by the Crown Company during the said term. 2, That the Crown Mines Company convey quartz iind all necessary material for other mines at such a price as may be fixed by your Council upon an equitable basis. The tramway as far as constructed is in a bad state of repair, having been washed away in several places, In its present condition the lino is perfectly useless, unless a considerable sum of money is first expended upon it ; and I respectfully Kubrnit this pi oposal to your early and favourable consideration. — I remain, etc, Adam Porter. Resolved that the application be granted, and that the Chairman, Crs Corbett. Moore, and Quinn, be appointed a Committee to draw up a tariff, etc., for the conveyance of quartz from other mines. Normanday Hill : From J. Phillips and Son, re the contract for cutting down 1000 yards at this place, and their offer to contribute £10 towards the expense A motion by Cr Robson that fresh tenders be invited for carrying out this work, returnable in six months, was lost ; and an amendment deferring the further consideration of the work for six months was carried. Road Metal : Resolved on the motion of Cr Robson, seconded by Cr Dearie, ±'hat tenders, returnable at next monthly meeting, be invited for the delivery of road metal as follows : 700 yards on PaeroaHikntaia road ; 200 yards on Paeroa-Te Aroha road, and 30 yards at Takeris Creek. Warning Contractors ; Resolved that E, Bein, contractor for breaking road metal, be informed that the time penalty of £2 per week would be strictly enforced. Owhnroa Road : Resolved on the motion of Cr Qninn, seconded by Cr Moore, That LlO be expended in repairing Owharoa road, and the swing bridge across the Waitawheta river. Puke-Paeroa Road : Resolved on the motion of the Chairman, seconded by Cr Robson, that Ll5 be expended in repair** ing this road. Bridging the Waitawheta River : Cr Quinn referred to the need of constructing a plark bridge across this river at Karangahake, for the convenience of miners and others. Resolved that the Foreman of Works inspect the proposed site and report as to probable coat, etc. £1000 Vote: Mr Kenny, Engineer to Council, submitted a plan, etc., of proposed new road Mackaytown to Rahu crossing, via Karangahake ; his estimate of probable cost being L2OOO. After lengthy discussion it was resolved that Mr Kennys plan and estimate be forwarded to Government for their inspection. Track to Marototo : Resolved on the motion of Cc Moore that the Clerk be instructed to write asking Government for a grant, say L2OO. to make a good track for the transport of machinery, etc., to Marototo. Cr Moore remarked L2OO out of the original vote of Ll2OO for a road to Marototo should be available. Petition : Cr Moore presented a petition from landowuers and settlers on Kaimanawa Blorvk, Hikutaia ; signed by F. A. Moore, M. Browne, John Morrison, and D. McKenzie, asking that a road be made to enable them to get on and off their land without tresspassing on Mr Alley's pro- j perty, Cr Moore said, Mr Brown, one of tho petitioners would contribute towards the cost, and the other settlers would also do so, if not in cash in labour, equal to half the cost. Resolvei that the Foreman of Works be instructed to inspect and report as to probable cost and ascertain to what extent assistance would bo guaranteed by the petitions. Road Repairs : Resolved on the motion of Cr Corbett that tenders be invited for carting and spreading 200 yards of road metal on the Mackaytown-Owharoa road, from Rahu upwards, and also for the formation of same, Resolved on motion of Cr Robson, That L 5 be expended in repairing the hollows on each side of the bridge on tho Junction road. Resolved on the motion of Cr Robson, seconded by Cr Strange, That Rangiora road be laid off. Finance : The Finance Committee's Report was read and adopted as follows :—: — Your Committee beg to roeport : 1. That the balance to Hie credit of the Council at the Bank of New Zealand is L 27 Is Id ; but with unpresented cheques, L 46 16s Id ; the balance is a debit of Ll9 15s. 2. The outstanding liabilities of the Council, exclusive of new accounts below, ore as follows : — Hospital and Charitable Aid, L 353 10s. 3. The Committee recommended the payment of accounts ; total, L 127 7s 4d. This was all the business and the Council rose shortly after 7 p.m.
