"TIMES "-PARNELL COMMISSION. COMPLETE COLLAPSE OF THE "TIMES" CASE. THE " TIMES " APOLOGISES. London, February 28.

The " Times" in apologising concerning the accusations made against Parnell, says that it firmly believed the letters to be genuine until Pigott's recent avowals in the witness box. Pigott it says was not the person who placed the documents in the hands of the " Times " proprietory, although he was the source of supply. It protests against the attempts which are bein* made to hold the Government, or Unionists responsible for acts, exclusive of those of " Times."
