CABINET MEETINGDECISIVE ARRANGEMENTS. VOLUNTEERS CALLED OUT. EAST COAST HUSSARS UNDER ORDERS. Gisborne, Feb. 23.

Last night the Premier had a Cabinet meeting with the Ministers at Wellington, telegraphic communications being made direct by the Gisborne telegraphic office, where he -was, and the Government building-. Sir H. Atkinson wired to To Kooti late yesterday afternoon, " You shall not come." This morning, a reply was received that he would not stop away. The Union Co.'s Wairarapa arrived at Napier at 9.30 this morning. She leaves at noon and will arrive at 7 p.m., and land armed constabulary and troops, who will go out on Opotiki Road to-morrow early, accompanied by Mr Bush, R.M. , and probably the Premier. The East Coast Hussars are under order to be ready, and the members are busy making arrangements to go out. They are sharpening ewords, etc. Before the Premier would state what his decision was he made the Vigilance Committee disband. Sir Harry has gone driving in the country this afternoon. The following telegram has just been received from Opotiki by the " Herald" : Te Kooti is at Oinaramutu. He was interviewed this morning by Mr Bush R.M.,and Wi Pere to try and stop hi& going to Gisborne. Te Kooti is undecided. i
