Wellington, Feb. 20. REFUSAL OF ARMS.

The (Joverninent have roceived a number of telegrams from leading men in Poverty Bay pressing for arms and ammunition to be sent up, and ball cartridge issued to volunteers. They have declined to take any such steps, and have informed the senders that they look to them to aid in repressing the excitement and not encouraging it.
