It was transpired that the Hong Kong merchants have made a claim through Lord Knutsford against Victoria for damages in refusing to allow residents of Hong Kong to land. Victoria declined to recoginse clahr, and the question has now arisen whether naturalised British subjects in Hongkong can be regarded as aliens, and whether Victoria has the power to exclude them without the sanction of the Imperial authorities.
