IMPORTANT PROCLAMATION. THREAT BY AN INDIAN PRINCE. London, February 13.
Dhulcepsino has issued a proclamation to Indian subjects in which he promises that if provided with four millions he will equip a Volunteer army that will free India. He is convinced that the Sikha, Irish soldiery, and ninety per cent, of the princes will join in the revolt.
