London, November 17. ■ The " Standard " says that when the new movements of Russian troops on the Austrian frontier are complete, the former will much exceed the total strength of the army sustained by Aus" tria in times of peace. , ! The St. Petersburg press, however, declare that Russia is not increasing her frontier forces, but on the other hand, they have been largely reduced.
Rome, November 17. The Italian Defence' Commission recommend that Naples and Palermo should be fortified, and that torpedo stations should be established al Rome, and at Sardinian and Sicilian harbours. Steps should also be taken to augment the existing army and naval armaments.
