RETALIATION
President Cleveland sent a me^saye to Conere's, August 23rd, on the subject of the rejection of the fisheries treaty with Canada, in which, after expressing his belief that the tieaty Avas well suited to the exigency, he a-ks a further grant of power in oider to put in operation a plan of l'etaliation again&t the Dominion. This plan is the issuance of a proclamation suspending the operation of all laws and regulations permitting the ti anbit of goods, ware?, merchandise in bond, across or o\er the tenitory of the United States, to or from Canada. The " Herald," commencing on this message, &ays Mr Cleveland simply tells the country we are at loggerheads with Canada. No tian&ifc for v->, no transit for them. That is the result to be adopted. That will force Hie crisis at once. The The Senate has made retaliation a i occssity. The ".Sun" say.s the message is a Lelow that will be effectively vital. The '"Star" hopes that a conciliating policy will prevail and the retaliatory law need not be put into efl'ect. Politicians of all parties admit that Cleveland has made a diplomatic coup by this message, and put the Republican majoiity of the Senate in a hole. The English press *peak of the situation as a most awkwai'd one. Canada's sentiment, accepting a3 mouthpieces Sir John Macdonald and Sir Charles Tupper, is that the whole business is small and childish, and that the Canadian Government will not retaliate. They regard the President's action as a bluff and an attempt to take the wind out of the Republican party's sail ip the coming Presidential election.
