WEST AUSTRALIAN MATTERS. Perth, April 23.

The Legislative Council prorogued on Fiiday. The Governor, Sir F. N. ]>roomc, absolutely refused to sanction the Dimbury railway, although the Council had unanimously agreed to it. In the Message the Governor pictures a gloomy state of affairs as regards the financial position of the Colony. A public meeting is convened to-day, as it is considered that the Go\ ernor is doing hisutmostagainst the colony out of spite for the action of the people against him with reference to his interdiction of the Chief Justice. The Government have accepted the proposal to connect the colony with India by cable.
