Jn reply I am to enclose herewith, for your ini'onuation, copy of a letter which has been mitten to Air William Kelly in answer to one from him urging" the claims of the Distiict to the £963 in question. Sir, — T have the honor to acknowledge the receipt of your letter of 11th ultimo,, on the .subject of the balance of £963 still remaining" to the credit of the vote for Thompson's Track, and asking* th it the Tauranga County Council may be allowed to expend same in commencing the work. In reply, I regret to inform you that the Government does not see its way to hand over the £963 for the pupose of merely commencing this work, as in the present financial st'ite of the Colony there is no prospect of any fmther sum being available for it than that already voted, and if the County were permitted to com mence the work with the money, the result would be merely an uncompleted work which would be an aggravation to ! all concerned. 1 The Government is however willing to hand the money over to the County Council on ceitain conditions, if the Council can see its \va) to agree to same. The conditions are : — (a) That the Council will undertake to construct and finish, within a reason able time, say two ycais, a horse track from a point on the surveyed District Road at the northernmost corner of section 11 and westernmost corner of section 14, Wairere Svirvey District, about 68 chains iiom the Main Road, to a point on the Thames-Tanninga Coach Road about 1£ miles distant from section 49, Parish of Mania. (b) That the Council will provide the necessary funds lequired to finish tho work in addition to the j£9G3. (c) That the progress payments of tho £963 hi jail only be made by Government to the County, pio rata, intlie proportion that the value of the work done I'ioin time to time bears to ths total estimated cost of the hovse track irom end to end.
