THE GERMAN SUCCESSION.
A SPEECH BY BISMARCK.
Berlin, March 20. The messages from the Emperor Frederick 111. to the Landtag and the the Reichstag solemnly promises to adhere to the Constitution of the Empire. Prince Bismarck, in moving a vote of thanks in the Reichstag, referred with marked emphasis to the sympathy shown by the friendly powers on the death of' Kaiser Wilhelm. H^e alluded to the touching signs of sorrow exhibited even at the antipodes, which, he declared, was unprecedented in history. The people of the antipodes placed wreaths and palms on the monarch's tomb.
