The Emperor of Germany has addressed a letter to Prince Bismarck, in which he expresses gratitude to him, aud relies on his advice and assistance •to avoid violent political changes, His Majesty urges the observance of religious toleration, the support of • economical progress, and enforcement of economical administration in order »to lighten taxation.

A bulletin issued to-day states that <the Emperor Frederick's health is in a ■ favourable condition, aud it is also announced that the issue of regular bulletins has been stopped.

Berlin, March 14. The Emperor Frederick's proclamation has been everywhere favourably received, but the bulletins respecting this health are distrusted.

Loxdox, March 13. The Prince of Wales and Prince Albert Victor leave to-day for Berlin, *to attend Kaiser Wilhelm's funeral.

St. Petersbuho, March 13. The "Messenger Official" states that the Czarewitch's visit to Berlin is to pledge the continuance of a close friendship between Germany and Russia, which is necessary to the mutual welfare and for the pevenfcion of international troubles.
