It is feared that unless General Boulanger is included in the new Cabinet, an outbreak will occur, and in consequence extreme precautionary measures have been adopted by General Saussier, the military Governor of Paris. Prince Napoleon has issued a manifesto, in which he asserts that President Grevy must retire, and further that a Government emanating directly from the people will alone be able to govern France.
