M. Clemen ceau, in declining to under, take the formation of a Ministry, in formed M. Grevy that he will best serve the Republic by resigning the Presidency. M. Grevy then summoned MM. de Freycinet and Floquet, who in turn also declined to form a Cabinet. The President, who is obdurate in his intention not to resign, has now summoned M. Baisson.
