UN PARLIAMENTARY. MR SPEAKER AT FAULT. HIS AUTHORITY DEFIED. [REUTERS TELEGRAM.] Sydney, October 5.
A scene occurred in the Legislative Assembly this evening, when the Insolvency Bill came up for second reading. In the course of the debate, Mr Melville referred to the Chief Commissionor of Insolvent Estates as an "old Roman, 1 ' and said there Avas no greater sympathiser with insolvent scoundrels than that officer. MrToohey, member for Sydney, objected to the language used, on which the Speaker ruled Mr Melville out of order. The latter openly defied the ruling of the Speaker, and was supported by the Premier, who condemned the ruling on a division called for, but the Speaker withdrawing his ruling the motion was not pressed. The second reading of the Insolvency Bill was agreed to.
