Unfortunate Condition of Spain.
CRIME AND FAMINE
The remarkable increase of agrarian crime in the northern provinces of Spain is causing niore anxiety to the Government. In the province of Seville the " Black Hand " secret is again at its work. Not a day passes but what some score of houses aro mysteriously burned at Catalonia, Vatenea. Castile. Whole towns have refused to pay taxes and the collectors, though supported by large bodies of troops, haA*e been compelled to give up the attempt to collect them. Meanwhile the scarcity of food is something appalling. A few days ago the "Impartial" published lists of towns of over 10,000 inhabitants where the consumption of meats was limited to 100 pounds a day. A committee from the Cortes is investigating the cause of the famine and the reason of the poverty of the people.
