The Tories were prepared to undertake measures of reform and progress. The Unionists, recognising this and wishing to stimulate the Tories to progressive legislation would assist the leaders of parties to effect a closer union. The time was unripe for any definite step binding the Tory and Unionist leaders. Further experience was necessary to enable this to be done effectively. He believed that during the recesß the Unionists would formulate a policy to establish a union for the benefit of the country generally.
