A Useless Fleet. THE FRENCH TORPEDO FLOTILLA PROVES A FAILURE.
Commenting on j,t? series of Paris letiei s describing the French naval jjianunmes,
the "Tribune" says : The torpedo flotilla was subjected to a series of practical tests, and was shown to bo worthless for the purpose of naval warfare on the hip-h soas. On these manoeuvres the torpeclo boats proved slow and unseaworthy. Nine out of sixteen boats were seriously damaged during the shorb cruibe under stiess of weather, and even the best of them w ere unable to overhaul the squadron that v. .is under orders not to steam more than fcen miles an hour. The manoeuvres have 'convinced the authorities that the torpedo ilotilla, which had been considered the most eU'ective one in Europe, is useless except for lrubour defence, whatever may have been, their records over a measured mile.
