TOPICS OF THE DAY. [FROM OUR LONDON CORRESPONDENT.] May 18.
People s Palaco. Tins was one of tho chief events of the rejoicings, although in it * beginning it had ; nothing to do with tho Jul>ileo. It is, of course, the iirst tangible outcome of " East End Movement' 1 of which Hesmnt's "All Sorts and Condition* of Men " is iho literacy record ; hub whatever it* origin, it gave an opportunity for a vevy mn»niiieont show, and a tremendous outburst ot loj alty. L he display of bunting \uh enoi mous and the enthusiasm <;orvc«pondinj;ly intense. 1 hear that the tradesmen of (Kford-«-treot Intend to keep up tlu-ir deooralions the summer, or at least until tho 201 h ol June, nsa i;iand adveiii-Oinent. 1 lie day of tlu oponiny wa> >ct-y lni^ht and aiinny, though rather cold ; euweb c-ollectea irom'cYOiy dibtiiet of London, and in addition to i'lilinti nearly all the hliojiwindow. on tho route, lined e-uh .side of the road very thickly for tho w hole l.\o mile-, lie Corporation of the city aio doli^hted at the special honour shown to thorn in tho poison of the Lord Vriyor, for aflor tho ceremony va-! over the \i>Ued the Man-ion House to ha\c tea, an act of gyaciousness unprecedented in the pro- out lu^'ii.
Political Bitterness. Bitterne-.? in the Liberal camp o\ev the Irish question doe? not eeaso. Mr Chamberlain has long been greeted with the opprobrious titles of " tiaik.r, ' -'turncoat,'' and the like ; but now Lord Tlai tington is bong dead cut by Mr (-'lad-cone. The Unionists nre yet \ ery happy and confident. Mv J. Morley u«cd the explosion 070 " gentlemen "'in dcsciibing the pi\>cnt House of Commons at a Key castle^ banquet, bat the manife-t dwappioval of his audience ><on made him substitute "individuals;" Mich is the pa^s things aie leaching. Rumour has ifc that a fie^h dynamite campaign is to be inaugumted as soon .^ the° Ciimes Bill pas^od ; the Liveipool police have long been wu'ehing a gang of receivers, and now the (!o\ eminent ha\e gob a steam cutter gi'aidin'4 the Sh.annon, their agents lKning informed them that ;vi American cruiser is on the v. \y there. _ r l he "'TimeV has now be^u-i a new soiits of article- on " ParnolliMu .i-ul Ciimo ;"' it Inow dealing the Ameriein organisation, many of the jiapei- of \\hieh it piofesseb to have bought. By the wa\, tiieie wa- a rather cimoustory told about detecting at the Mancb.'^ter As-i/es. A cleik who had foiled 1o the tune of Lr>,o()O, went to the theaticti sec " The \Vo,-ld, ' and a- tne j.lay on bin feelini;- betrayed hin^cif unconpciously that a delectuo, \.hoM^, buvpien i:-> had been aiou-ed, knew he v.af on V\ Titrhb ti.iil, and quietly took lnir- in eluage^ Professor HoHoway's Will. Another rr ( »-f < Idnc i- pionu-cd aii-ing o\ib of the will of Mr [lolkm.'.v, ihe pill and ointment mfiiaifactuier ( t Kufe apart from the i>roperty he left to hi-, college tor young %\ omen near tStaiiK>, Ihcic w a^ about three"" millions of money to be diwded amont,'nt his fiiend- nnd leiatloiib. Tin- is quite worth tighting about, \nd as the cost-, •will piobably come out of the estate, hi. disappointed kin.-folk di-p.uo tlie di-po.-i-tion he &aw iit to make, and allege undue Influence on the pait of their favoured relatives. Domincoricg Officers. We often liear of the domincciing of Fritish officers on foieigu s>Uition&, imL in iPoitMiiouth Police C'ouit, a ea-c ju-jt come to light in England itself. Admiral G. Willes and hi-dag-licul'mauLwc-e liding along a narrow lane, and the latter, dissatisfied at. the "insolence"' of a t>mall tradesman in a cait, who would not. allow them moie than the usual amount of 100 m in passing, struck him with a tiding- whip. The man theieupon turned his eaifc and pursued the ofheer?, but, after a hatd gallop, they escaped out) of .sight. Some bystanders, howevei. told him their name*-, and the lieutenant was fined i.3 and costs.
Foreign Coppers. The heart-burnings that aro-c from the Government proclamation against foreign coppers have cooled do\sn, now that people have got rid of thorn at tlie po^t-office-. The craftier shopkeepers and the proprietors of automatic machines by accepting the proclaimed coinage have driven a loaiing trade and then exchanged their receipts for note, &c, at the (Government offices. Arrangements have been made with Fiance and Italy to get rid of the thirty tons of metal that have consequently been' withdrawn from circulation ; but perhaps the latest discovery, thai most of these underweight foreign coins have been issued by a Birmingham firm and circulated slowly through the pawnbrokers, may impede the international agieement. Directors and the Jubilee Institute. The application of Mr Tomkinson, a shareholder in the S.E. Railway Company, to restrain the directors from presenting LI ,OOO to the funds of the Imperial Institute has proved successful, Mr Justice Smith holding that the payment was ultra vires. On behalf of the directors it was urged that the donation would be beneficial to the Company by reason of the large increase of traffic that would result from persons visiting the Institute. The Jud^e, however, declared that this argument wouldn't hold water, and pointed out that &n similar grounds the . directors might as reasonably subscribe to ; assist the Crystal Ed&ce, Mdme Tussand'.--, , or half-a-dozen other entertainments of the ort. The company ntean to appeal. The numerousfriendfc.of Sir Robert Fowler sto the antipodes will betglad to learn that he h&s been acquitted of complicity in the emerges of corruption .recently proved betfere a Parliamentary Committee against therCity Corporation.
