CABLEGRAMS. NEW RUSSIAN LOAN. St. Petersburg, April 21.
A Russian internal loan of one hundred million ronbles has been issued, the minimum being fixed at 84. London, April 21. Accounts to hand from French sources state that the German Police have, in a rough manner, arrested at Aro Sur Moselle, a French Commissioner of Schanncbeb (sic), who, has since been sent in custody to Metz.
THE PAP.NELL EXPOSE. Referring to Parnoll'a letter, the Times says no one asks him to prove the negative, but let him force us to prove the positive or in default of our being nble to do so, be punished for publishing the letter. Messrs Morley, Childers, and Sir W. Y. Harcourt adopt Mr Gladstone's views that Parnell should not proceed against the Times. A sharp shock of earthquake has been felt at Jersey. The motion which was undulatoty, was accompanied by a mm* bling noise. No damage was done, but considerable alarm was caused among tho inhabitants of St Ilellier and other towns.
