THE WAR PANIC. German Reserves Disbanded.
London, February 21. The foreign policy of M. Tieza, President ot the Hungarian Council of Ministers, has not undergono any change. The seventy-two thousand German reserves recently called out for drill with the new rifle have been disbanded. Germany has made large grain purchases in America. Constantinople, February 21. The Bulgarian delegateß have referred the proposal made by the Porte to the Bulgarian Government. The Turkish Government are anxious that a compromise ehall be arrived at between the delegates and M. Zankoff. Sir William White, the British Ambassador, has enjoined the delegates to show tact and moderation in their negotiations with Zankoff. Moukhtar Pasha, the Turk^h High Commissioner in Egypt, has telegraphed to the Porte, expressing bis disapproval ef Sir Drummond Wolff s proposals with regard to Egypt. The Sultan and his advisers also view unfavourably the British Commissioner's proposals.
The Austrian Reichsrath has voted 12,000,000 florins to equip the Landwehr and Landpturm. The latter are voluntary levies made at war time. Military Councils are being held daily. M Titza, President of the Hungarian Council, has announced that the object of the armament is to pre» vent, and not to provoke, war.
