St. Petersburg, January 23 The " Journalde St. Petersburg " publisher an article to-day which states that moat of the European Cabinots have received vith favour the efforts made by the Russian Government to settle the Bulgarian question. The first and mosteesential point in arriving at a settlement will be, it la stated, to restore a legal Government in that country, And then arrive at an agreement as to the successor of Prince Alexander.
