OHINEMURI COUNTY COUNCIL.
The monthly meeting of the above council waa held in the Council Chambers, Paeroa, on Saturday last. Present i Crs F. Cock (chairman), E M Corbett, W. G. Nicholls, F. Strange, J. Moore, H. Butler, J. Walsh, and T. M. Humphreys. Minutes of the previous meeting were first read and confirmed. Correspondence. — Outward ; Re Proposed Goldfield Works : To the Hon Minister of Mines, applying for £ for £ subsidies on the undermentioned works : 1. Making connection with the battery tramway at Waihi, and the Salverton, Union, Rosemonfc, and Winner, mines, at an estimated cost of L3OO. 2. Making connection by ground tramway between the Karangahake-Te Aroha hill track and Railey's Quartz Reduction plant ; estimated cost L4OO. This would serve to connect the Adeline, Crown, Dubbo, Diamond, Rose, Welcome, Leamington, and other mines with the new quartz reduction works. 3. For wire tramway to connect the Monastery mine with the above new plant ; estimated cost L2OO. 4. For continuation of the main Karangahake-Te Aroha hill track at an estimated cost of L6oo,and drawing attention to the fact that a Government subsidy of L4OO for this latter work granted to the Thames County Council prior to separation, had never been allocated ; and referring to Mr H. A. Gordon, Inspector of Mines, who had recently visited the district to report on the proposed works. Correspondence, Inward.— -Publican's License. — A letter was read from Constabls Mitchell, stating the police could not interfere in the matter of enforcing payment of Mr Nash's license. Resolved that Mr Nash be informed that unless the amount due be paid within one week from date, legal proceedings would be taken for the recovery of the same without further notice. Road in Waitoa Riding. — Mr Allan A. Bowler, wrote stating Collett and Thaxter, contractors, were willing to carry out the contract of the Lower Drain Road, Waitoa on the terms of payraen tsuggested by the Council, and expressing a hope that the Council would authorise the work without further delay or this season would be lost, and also the Government subsidy. Referred to Works Committee. Nuisance.— Mrs J. E. Mahoney wrote drawing attention of Council to section 46 of the Public Health Act, 1876, with respect to certain nuisances existing in the township, and which were predjudical to health. The removal of the nuisance was ordered. Varandah. — From Mr J. M. Robson asking permission to construct a verandah in front of his premises, Normandy road, Paeroa. Permission granted. Paeroa-Owharoa Read. — From the Public Works Department, stating that the £500 voted last session for this road, must be expended solely on bona fide improvements, and not on mere surface maintenance. Letter received. £6000 Loan. — From Treasury Department, Wellington, stating Councils application for a loan of L6OOO under " The Government Loans to Local Bodies Act, 1886," had been considered, and would be granted subject : 1. To the security offered being found sufficient to satisfy the provisions of the Act. 2. To the purposes of tbe loan being within those authorised by the Act. 3. That the local authority is duly empowered to raise the loan asked for, which includes the consent of the ratepayers being properly obtained. L2OOO Liability. — A letter was read from the clerk of the Thames County Council, asking whether any steps were being taken to liquidate the amount of the award due to the Thames County. The Chairman said that he and Cr Nicholls had waited upon the chairman of the Thames Council, and submitted certain proposals respecting the settlement of the claim, and they had been requested make the proposals in writing. Referred to finance committee. Dog Registrar, etc. — Mr W. Tetley, inspector of slaughter-houses and collector of dog tax, wrote, tendering his resignation. Referred to Works Committee. County Revenue. — A letter was read from the Treasury-department, stating j that the sum of LlOO 4s had bee paid to the County fund acconiib. Road Contractor. — Mr William Barrett made application for permissir t to complete his contract, also for a progress payment on same. General County Rate.— Cr Corbett moved that another general county rate of fd in the L be levied ; the motion being seconded by Cr Butler. Or Strange opposed the motion, the present being an inexpedient time to imp6sc any further taxation on the farmers anil ratepayers ; and moved as an amendment that the rate bo not levied ; the amendment being seconded by Cr Nicholls. After some discussion, the question was put to the vote by the Chairman, with the following result : For the amendment the Chairman and Ors Nicholls and Strange voted, against Crs Corbett, Moore, Butler, Walsh, and Humphreys. The Chairman therefore declared the motion carried. Special Meeting.-— At the close of the ordinary meeting a special meeting of the Council was held re proposed borrowing of L6OOO, when it was resolved That the Government Loans to Local Bodies Act, 1886, be adopted in its entire*./ ; and it was further resolved that the sum of L6OOO should be borrowed under this Act. A committee meeting of the whole Council was held afterwards, re allocation •of the loan. The Council at its rising adjourned until Wednesday.
SPECIAL MEETING. A special meeting of the above Council was held at the County Chambers. Paeroa, on Wednesday lust : Present: Cra Cock, (Chairman) Humphreys, Walsh, Corbett, Moore, Butler, and Nicholls. Mr F. Pavitt, County Engineer, was also in attendance. The Chairman explained the object for which they had met, viz , to adopt the " Government Loans to Local Bodies Act," with a view to borrowing the sum of L6OOO for expenditure, on roads and other works throughout tho County. On the motion of Cr Nicholls, seconded by Cr Walsh, the following approximate allocation was unanimously agreed to.
The Chairman stated that of the above mentioned works, Government subsidies, on the L for L principle would be granted on the undernoted, viz.,: Karangahake traffic bridge : road deviation at same place, the tramway to connect Railey's plant with the County track, and the Waihi Bridge. On tho motion of Cr Walsh, seconded by Cr Nicbolls, it was resolved that the security for the loan be the gold fields revenue, and a special rate to be levied annually if required. Also, that the existing liabilities contracted under the " Roads and Bridges Construction Act/ be inscribed in the loan, and that all expenses incurred therewith, be charged against the same.
