WILL THERE BE WAR? German Bankers Trying to Sell Russian Securities.
A London cable special of October ISth says : German bankers are still coming over loaded with Russian bonds, which will be thrown on the London markets during the coming week or sold to private purchasers. They have utterly failed to unload in German financial centres, the belief being general, in spite of official assurances, that? war is probable. Most of the Powers have agreed to Russia taking separate action ia Bulgaria so long aa nothing is done in the way of annexation. Tho opinion in London on the war pros* pecta in Bulgaria may be gathered by the following extracts from the leading journals. Tho " Times " cays : There is still a possibility of averting a resort to force, The " Standard" says : Throughout the Continent the' air smells of gunpowder. An outbreak of hostilities is a probable contingency. The " Daily News " says : It ia possible that a peaceful solution of the difficulty may be found. The "Pall Mall Gazette" publishes a secret memorandum addressed to the Admiralty by Lord Charles Bereeford, Junior ISfaval Lord, in which he cays he feels bound to put on record a protest against the entire unreadiness of England for war.
He dwells at great length on the lack of -armament defences and personnel, and "oeddres that at headquarters there is absolutely no plan of operation in case of the outbreak of hostilities. Unless a man of famous energy and genius should be created 'by the need, England would be face to face with an irreparable calamity.
