THE BULGARIAN CRISIS. London, November 4.
It is reported that the Bulgarian Regency bas invited Zankoff, who formerly occupied the post of Minister of Foreign Affairs in the Government of Prince Alexander at the time of the coup d'etat, and who conspired with Monsieur Karaveloff for the dethronement of the Prince,to join the present Government. M. Ziukoff, it h said, scornfully declines to accept a place in the Government.
England and Austria. A rumour has pained currency to the effect that Lord Idde?leigh, Secretary of State for Foreign Affairs, has offered to -send a British squadron to the Black Sea to prevejt the landing of Russian troops and protect the interests of Turkey, provided that Austria firmly forbids the occupation of Bulgaria by Russia. Count Kalnoky, the Austrian Minister of Foreign Affairs, ha«, it ia declared, refused to give such a guarantee. John Bright has expressed an opinion that British fear of Russia in connection with the Bulgarian question is altogether misplaced.
