Sofia, Oct. 14. In response to MeklingofPs formal notice that the Russian Government would consider the elections to the Sobranje illegal and valueless. The Council of Regency has' replied that the Sobranje can alone be judge oi the legality or otherwise o£ the election. The communication of tho Regency further declares that M. Meklingoff is answerable for the rioting
which took plnco in this city on Sunday last at the polling places.
