THE BULGARIAN DIFFICULTY. Austria Proposes a Conference.
'.London, September 23. A further shipment (the third) of 1,500 Ruesiaus, ostensibly ' emigrants, but who are supposed to be soldiers in disguise, has been made from Vladivostock. Their destination* is not known, but the supposition has been put forward that they are desigrted for service in connection with the reported Russian occupation of Port Lazareff, in Corea, though the Russian Press has repudiated any intention on the part of that power to occupy the position in question. In deference to the wish of Russia, the Regency of Bulgaria has deferred the elections in connection with the National Assembly, and postponed the trial of Colonel Grueff and other officers concerned in the recent revolt and deposition of Prince Alexander. It ia considered improbable that Prince Alexander will be re-elected to the rulership of Bulgaria. It is stated that no Russian candidate will be appointed to the vacant position unless agreeable to the other Powers. The mysterious tactics of Russia are causing a growing feeling of uneasiness in Austria.
London, October 1. The English Press considers that M. Tiaza'a speech ia both a warning and a challenge to Russia. The " Times " urges that England's policy plainly is to extend a cordial moral support to Austria on the Eastern question. A sharp fall has taken place on the Stock Exchange.
Vienna, October 4. The Austrian Government; recently made a proposal to the other Powers that a conference should be held to arrive at a settlement of the Bulgarian difficulty. The German and Russian Governments have, however, replied declining the proposed conference.
Attempts to Cause a Rupture. Sofia, October 5. General Kaulbars, who at present is, on a tour through Bulgaria and Roumelia, has given formal notice that the electiona for the Grand Sobrange will be illegal. It is believed that. General Kaulbars is trying to provoke a rupture in Bulgaria. The speeches of M. Tisza and Lord Randolph Churchill have encouraged the Regency to stand firm.
Russian Threats. Sofia, October 4. A mass meeting was held in this city today to protest ,aga.inst the demands of Kusaia with regard to the future (Government of Bulgaria. General Kaulbars was present during the proceedings,, and 1 he left the hall. Before doing 80, he warned those present not to disregard the voice of Russia. .• -The Anglo-Austrian Policy. > , The "Press" regards Lord Randolph Churchill's speech as a Tory democratic manifesto. The references in it to foreign affairs strengthen the impression that
England and Austria are trying to establish a Balkan federation .under the protectorate of the Great Powers. Pesth, Septenmber 30. M. Tipza, President of' the Council of Ministers, has announced that jtiungary cannot permit any foreign occupation of a protectorate over Bulgaria.
