THE QUEEN'S SPEECH.

London, August 19. Parliament was formally opened today by Royal Commission. The Queen's speech read on the occasion was brief. It said that the country had confirmed the conclusion arrived at by last Parliament upon the proposed legislation for Ireland. The question of finances compelled the summoning of Parliament this time, but the present being the üßual period of recces. Owing to the past labours of Parliament this year, 1 Her Majesty recommended that only financial measures be considered during the session now opened.
