Official Report on the Distress in London.

A Parliamentary return, issued recently, contains the reports to the local Government Board of the district boards and vestries of the metropolis upon the subject of the distress in the various parishes of themetropolie. The summary of the different replies states that the number of paupers to every 1000 of the population was 24 6 in the last week of January in the present year, as against 24 "4 in 1885, and 24 in 1884 ; but, with the exception of these two years and 1878, it was less in the present year than in any

other year since 1861. The replies which the Board had received from the boards of guardians and other local authorities show that in several part 6 of the metropolis, and in many of the unions in the provinces, there is unusual distress among persons above the pauper class. The report goes on to say that the exceptional distress in particular districts being admitted, tho beet way of dealing with it would be by means of relief works set on foot by the Metropolitan Board of Works and the various local authorities, in preference to the undertaking of public works by the State, which would lead to a struggle among the different distressed dis+ricts for the expenditure of State funds.
